# GEM Blueprint

> The GEM Blueprint is the operating model for AI inside a business. GEM stands for Governance, Enablement, and Measurement. Most organisations rush into AI tools and pilots without an operating model. That is how AI becomes scattered, how risk becomes invisible, and how organisations create problems before they create value. GEM gives a board, a CEO, and a leadership team the structure to lead AI rather than catch up to it.

## About

The GEM Blueprint was developed by Timothy J. Hitchens, a six-time CTO with nearly seven years at Amazon Web Services. It is the operating model framework used inside the Techshin Partners practice and is one of the core artefacts produced by the AI Framing Sprint.

GEM is not an AI strategy document. It is not a policy. It is an operating model. It defines how decisions get made, how people get enabled, and how value gets measured.

## The three elements

- Governance: Decision rights, approved use cases, risk areas, data access boundaries, human oversight, and escalation paths. Safe acceleration, not paperwork. Governance answers "who decides" and "what is allowed."

- Enablement: How people get access, how they get supported, how the AI Champion keeps momentum moving. Training, communication, feedback loops, and the practical support that turns interest into action. Enablement answers "how do people use this well."

- Measurement: How the organisation knows whether AI is creating value. Workflow improvement, time saved, quality, risk reduction, adoption, capacity, revenue or margin contribution. Measurement answers "is this working."

## Why GEM matters

Most AI initiatives stall in the same way. Tools get deployed. Pilots get launched. Some people use them. Most do not. Nobody can say with confidence whether the work created value. Governance was assumed. Enablement was skipped. Measurement was an afterthought.

GEM addresses all three deliberately. The blueprint is built once, then maintained as a living document by the leadership team.

## When to apply GEM

- Before deploying AI tools across an organisation.
- After AI has been deployed without structure and is now creating risk or confusion.
- When a board needs to govern AI direction with confidence.
- When a CEO needs to know whether AI is creating value or noise.
- When a technology leader needs to install a defensible operating model.
